Here a 2D animation and graphics software, totally free and open source, realized by Pascal Naidon and Patrick Corrieri : Pencil.
Don't expect to have a software as The Gimp or Inskape, or a potential rival of Flash, it isn't the aim of Pencil.
Pencil is a simple application for everyone that allows you to create traditional animation using Bitmap drawing or vector drawing. This software brings some features such as management layers (bitmap or vector image), basic tools (pencil, pencil, brush, pain bucket...), sound, cameras, semi-transparent layers...
You can save your work in XML format, export your animations as a sequence of PNG images, or as a Flash movie or a QuickTime movie (only for Mac OSX).
Pencil is in beta version, it is available for Windows (XP and Vista), Mac OSX (from 10.3.9 version) and Linux (Ubuntu and Arch Linux).
