It's an alternative Shell service that replaces explorer.exe, Windows' default shell service ...
Il est handy and really pleasant, because it's configurable to stint and of course, it's skinnable.
It supports a really cool function : you can add modules, these are kind of sub-programs, like a calendar, a media player remote control ...
So, you can entirely customize your desktop (and even more ...) !
You can choose the language of the installer, so that you can install or uninstall LiteStep simply, so you'll be able to come back to explorer.exe if you don't like LiteStep.
But this software can slow down your computer if it's an old one ...

But it's an apllication that must be tested !
