i select wallpaper then select Submit and nothing happens.

The button submit is not used for that. The webmaster who coded this website should put this "submit" button at the top. Im not sure but I don't think you can submit a wallpaper yourself.

You have to send it to the Admin dlb at address below his signature, then he will upload it to the gallery......
