Is this skin on this forum released anywhere to be used on any other site? I love this skin to death, and I would make great use out of it on my discussion forum. Is it released at all?

And I don't think it will be released in the future.
It's made by CrystalXP Team for CrystalXP forum.  
And I think it is a CrystalXP exclusivity, so it won't be released.

But wait, only a CrystalXP Admin (or at least a CrystalXP Team Member) can give you an "official" answer.  

Maybe it will be released but I really doubt of that.

It's certainly the best place to talk about that.

I'd love this skin too, if it were released.  But it would take away the exclusive look off this forum. :-(
