Hi i was wondering if by installing a brickopack would it just change the settings for my account on the computer or will it change the settings for every account on the system

It will change the icons for all accounts. However, the theme can be selected manually for each user.
Your user will automatically get the Vista theme, while the other users will have the default Windows XP theme. The other users can change it to the Vista theme if they like.
