Well, I installed IconTweaker hoping it would change ALL of my icons. Turns out, it only changed my basic icons. It's supposedly changed my Folder but all my folders look the same except for My Doc's etc. The Folder icons are only different on the desktop. Is it because of my computer or IconTweaker just doesn't change ALL icons?

Try to refresh your iconcache. Download TweakUI (from Microsoft, right side), install, at the bottom you have the option "REPAIR", chose repair icons (reboot) ...
