So I'm trying to change the icons, and I heard about the great IconTweaker. I downloaded it, and it works great with icontweaker icons/skins/etc, things that were made for it. But I thought it worked with other icons that were just .pngs converted into .icos? Every time I try to change the icon with another icon I found, it doesn't show up in the icon organizer, so i can't apply the changes.

If you observe then you will find that for the default 'My Computer' icon , the Icontweaker doesn't use any .ico file but it uses explorer.exe file which is packed with multiple icons (My Computer , R-Bin , desktop etc) , so Icontweaker will not bother you to organize the icons of an .ico file which contains only one icon , the organizer will show you multiple icons to organize whenever you load a .exe or a .dll file (shell32.dll or shell.dll) file in it which contains multiple icons
