Right-click on the dock, select Dock Properties, and you can change the behavior of the dock there.

It wont work I set everything the way it told me to, and the dock still shows up if i have a web window open. Is there anyway i can uninstall it so i can reinstall it again? Maybe that way it will fix it. I already uninstalled pack-vista-inspirat but the Dock still pop's up. I already went under add or remove programs and i dont see the dock there.

Isn't in under Start -> All Program's -> RocketDock? That's where I can see it and where you can click the uninstall. If you can't find it, go to the following path: (drive):\Documents and Settings\All Users\Menu Start\Programma's\RocketDock. This path also depends on the language of your system.

Perhaps some registry keys are stuck. This would be a nasty problem, but there are some tools to check for this. Download CCleaner and go to the tab called Registry. Click scan for issues and see whether it finds something. It would be smart to run the uninstall again before you do this! When you choose to fix the problems, make sure to make backup changes to the registry. CCleaner prompts this automatically when you choose to fix the problems. Good luck!

I agree. You might also want to check with msconfig if RocketDock is startup.
Start-menu :ar: Run  :ar: type in msconfig :ar: select the Startup tab, and see if RocketDock is there
