Could you upload C:\Windows\system32\shell32.dll to something like zshare.net and post link here?

The icon doesn't exist in shell32.dll :S
 
Could you try renaming that folder? If that doesn't help, create a new folder, copy the contents of Downloaded Program Files there, and remove the Downloaded Program Files folder. Finally, rename thenew folder to Downloaded Program Files.

Neil I tried to download the program but eset won't let me download it. eset says that it is a Win32/Adware.ADON should I still download or what?

Man I tried the unlocker assistant program but it only unlocks the folder not the items inside I also tried to copy and move the files inside but that didn't work. I do not think that the folder will change back.

When you try to delete or move the inside contents of the folder, & the message was 'No', Unlocker shows you the list of processes using that file isn't it?
There you can kill those processes & do the task (But don't kill explorer.exe unless you're familiar with it)

Are you an administrator? Right-click the folder, select properties, and make sure read-only is not checked.

Ok I tried to do this is safe mode but when I get back on the regular system the read only button is still checked any ideas on how to fix it?

Can you change the attribute & also copy/move the files inside that folder in Safe Mode?
If you can, without going to the normal mode, try to finish your work within safe mode
