Hi, I've run some tests on my computer regarding your problem and came out with the following,
If a limited account is created after upgrading the system with a Bricopack (vista Inspirat or another) the limited account will share the same icons as the adminstrator.
But If a limoted account is been created before the bricopack installation it might not share the new icons (according to my tests, it is hard to say this for sure because I tried to be similer to your stage but I've already installed the first upgrade of the shell pack. But there may be a great possibility.)
But whether an administrator account us created befor or after the installation it will share the new upgrades.
Note: though a limited account (belong to any, mentioned above) won't share icons it will let you to apply the new theme. (See pic-1)

So here are somethings what you can do,
1. Contact your administrator and ask him/her to change your account type as a 'Administrator'.
2. If the step #1 is not possible, then ask your admin' to delete your current limited account after keeping your personnal files safe.Then ask him to create a new limited account for you.
3. log in to the limited account and search for iconcache.db on your system drive and try deleting it. It may work after a reboot
Note: Deleting iconcache won't affect your system because a new one will be created next time you logon
4. Get tweak UI and try to rebuild your iconcache

1. You can use Icon Tweaker, IconX or Icon packagerto customize your icons.

If you need to find the type of windows you areusing Just Right click my computer and choose General tab It will show you the version

And also there is another way, bit like a joke.
When you are using the default windows logo to boot up, notice the progress bar
If the bar coller is Blue, then you have Windows XP Professional edition (SP1 or SP2)
