Suggested by Steve Sinchak, Logon Changer is a free application that enables you to easily customize your logon screen backgrounds in Windows 7.  
 
After download Logon Changer, you can change the logon screen background with a photo (or a picture) of your choice in a few clicks, and through the Test option you can discover a preview of your future background.
