I've been having a lot of trouble using PClinuxOS so I am trying to make it seem like WIndows Vista (to make it easier to use). I've found a few themes,

do NOT and I repeat do NOT rename your /bin folder "programs" that will ruin your install.
for adding programs to menu do the following
Open the KDE menu editor (K -Settings - Menu Editor)
and then it is pretty straightforewared to add them.  As for the themes, i havn't used KDE in a while, so i can t be certain now. (I'm an XFCE/GNOME guy!;)
