do you want to do anything like this?

 
1. Create a page with this size:27.98 x 2.12(you can change it)

 
2.Select forecolor black and use Bucket tool.
 
3.Create new layer (ctrl+shift+n)
 
4.Select Brush tool and draw random lines like this:

 
5. now select Filter>Blur>Motion Blur.

 
do 65 and 100 like this:

your preview is is awsome i used a bit more difficult way to this
today, after shcool, i'll give it a try, but you should add some blur to the edge of the shine.... eg. gaussian blur: 1,5 (or less maybe...)
 
aaand...the random lines could be a bit transparent i think... about 35%...
