Hope this tutorial helps you in the way you wanted it too.
The result can be like this:

Section 1
1.First of all make a new file with the size of 500px by 300px.
2.Now make a rectangle using the Rectangle Tool to the size of the canvas (500px br 300px). If its not perfectly the right size then use the Move Tool to make it the canvas size.
3.Right click the Layer that the rectangle is on and click Blending Options. Now do these settings:

4.When you've done that is should look like this:

5.Now, make a line using the line tool (see picture below for detail) and add an outer glow with the colour #00ff12.
When you have done that, it should look like this:

6.Now make a new layer and using the Polygonal Tool do this (along the red line):

7.When you have that, make a #00ff12 to transparent linear gradient using the Gradient Tool (from a to b):

8.And when you've done that change the opacity to 30% and it should look like this:

If you've got that, pat yourself on the back because you've done section 1!
Section 2
Now we've done that we have to do it again (yes i can hear you sighing!
1. Make a line using the Line Tool (see the picture below) and put an outer glow with the colour #00ff12. (You can modify it to the glow you want). It should look like this:

2. Use the Polygonal Tool like you did in section 1 no.6. On a new layer but along the line of the new line you made! (If you dont understand then just ask and ill explain in PM). When you've done that dont deselect, Just add a #00ff12 to transparent linear gradient using the Gradient Tool. If you followed corectly, it will look like this:

Section 2 is over! Take a break if ya wont too. If not then carry on!
Section 3
1. Make a line using the Line Tool (see the picture below) and put an outer glow with the colour #00aeff. (You can modify it to the glow you want).

2. Use the Polygonal Tool on a new layer but along the line of the new line you made! (If you dont understand then just ask and ill explain in PM). When you've done that dont deselect, Just add a #00aeff to transparent linear gradient using the Gradient Tool. If you followed corectly, it will look like this:

Thats the end of section 3! I think you should be getting the hang of it by now. So it should be easier to follow, anyhow, last section now!
Section 4
1. Make a line using the Line Tool (see the picture below) and put an outer glow with the colour #9af795. (You can modify it to the glow you want).

2. Use the Polygonal Tool on a new layer but along the line of the new line you made! (If you dont understand then just ask and ill explain in PM). When you've done that dont deselect, Just add a #00aeff to transparent linear gradient using the Gradient Tool. If you followed corectly, it will look like this:
