This tutorial has been designed in accordance with a request made by Damballa and I am sure it will be useful for others too
. The tutorial leads to a result similar to this image:

1. Open a 300 by 100 px transparent document.Fill Layer 1 with any color.
2. Go to the Blending Options of layer 1 and make these settings:

3. Load defaul colors (D) and create a new layer (Layer 2) , fill it with either black or white color (Alt+BackSpace).
3. With the Layer 2 selected , go to Filter->Render->Clouds.
4. Go to Filter->Render->Difference Clouds.Keep pressing Ctrl+F in order to repeat the filter untill u get a nice fusion of white and black color , something like this:

5. Copy Layer 2 (Ctrl+J) and make the copied layer invisible by clicking on the eye just beside it in the layers window.
6. Select Layer 2 and go to Filter->Blur->Radial Blur and apply these settings:

Press Ctrl+F to reapeat this filter with same settings on Layer 2.
7. Select Layer 2 Copy and go to Edit->Transform->Flip Horizontal.
8. Go to Filter->Sketch->Chrome and apply these settings:

9. With the Layer 2 copy still selected , go to Filter->Artistic->Plastic Wrap and apply these settings:

10. Go to Filter->Blur->Radial Blur and apply the same settings as directed in Step 6 and press Ctrl+F to reapply this filter on the same layer.
11. Finally , set the Blending Mode of of both Layer 2 and Layer 2 copy layers to Overlay.You should have an image somewhat like this:

12. Duplicate Layer 2 copy layer (Ctrl+J) and set its opacity to 50%.Here's my final result with the addition of some supplements:
