1st: make a new file 600 x 600 then press Shift+F5 then choose black.
2nd: go Filter>Render>Lens Flare... then make the Brightness: 125px and put the flares like the pic.

3rd: after finsh from the lens flares go Filter>Sketch>Chrome then put the Detail: 6px and Smoothness: 4px.

4th: then press Ctrl+U to get the Hue/Saturation menu check colorize and make your own color
and the color i used here is  
 
Hue:191
Saturation:100
lightness:0

5th: then after all Duplicate the background.
6th: the layer which had Duplicated make it's Blending mode Lighten then Duplicate it.
7th: the layer which had Duplicated from the lighten layer make it's Blending mode Overlay.
8th: go back to lighten layer and go Filter>Distort>Wave... and click randomize until you get your best shape and then Merge all layers from layer>Merge down
and then Duplicate it.

9th: then make the Blending mode Lighten to the layer which are you Duplicate it then go Edit>Transform>Flip Horizontal then Merge all layers then Duplicate it.
10th:then make the Blending mode Lighten to the layer which are you Duplicate it then go Edit>Transform>Flip Vertical then Merge all layers then Duplicate it.
11th:then make the Blending mode Lighten to the layer which are you Duplicate it then go Edit>Transform>Rotate 90 CW then Merge all layers then we finshed.

i feel stupid im not getting the lens flare results

Actually that is pretty right except you need to move the little cross in the center of the "screen".  That way it is not all bunched up in one spot.
