hey guys as i said i will make a tutorial for this great effect
after we start the tutorial, i have to explain something to you about lenses and lights
 
Science lesson   :
this lesson or this explaining shows how the defocus effect comes from the lenses
its so easy but you need a cup coffee to open up your mind with me
 -let's start:
if you wanna to capture an image how\'s the light fall on the lens (not eyes now)
the camera lens is a convex lens:

 
there's a line passing through it (not real in science only) the line have 2 points on it:
1- Center Of Curvature (M)
3- Focus point (F)

 
if we put an object very far away from the lens will see it on the focus but very tiny (dot)  

 

we get from the previous image that any object on the focus area not blur with the defocus area
 
done the Science lesson let's start the photoshop tutorial.
 
 
The Photoshop Tutorial:
 
Step 1:
open the image you want with photoshop then edit its contrast with curves tool (Image>Adjustments>Curves [Ctrl+M])

 
Step 2:
start select the defocus area with polygonal lasso tool (L) with feather 10 px


 
Step 3:
open the Lens blur filter (Filters>Blur>Lens Blur)

 
Step 4:
repeat step 2 again but with 50px feather

 
then repeat step 3.
 
and your result will look like that

 
step 5 (not important):
just duplicate the background then go to Gaussian blur (Filters>Blur>Gaussian blur)
make it 3 px then ok
then change the blend mode to lighten
its should look like that
