Here we will tell you how to make a Laser effect photograph animation tutorial in photoshop.
 
[1] Find a good image Advertising Banner.
 

 
[2] Take the Gradient Tool use these settings.

 
[3] Make the new layer use the Gradient Tool.
 

 
[4] Now press Cntl+I, Invert.
 

 
 
[5] Press Cntl+U, To Hue/Saturation use these settings.

 
 
[6] Now click on this icon to create a new group, now change the group Blending Mode to Lighten.
 

 
 
[7] Open Animation Window, then Click on this icon to Duplicate Frame.
 

 
[8] Take the Move Tool, move the mask to the right till the end of the image.
 

 
[9] Now select the Both Frame, then click on this icon Tweens Animation apply the following settings.
 

 

 
[10] You’re now done, so save your masterpiece with File > Save Optimized As… and show it to the world!

Interesting tutorial but I think that you messed up one of the frames with the laser. I'll post my try in a bit.
