Animated PNG is now call APNG, to make a APNG one of the best tools is the APNG editor plug-in for Firefox, it makes use of the APNG engien in the firefox to edit and great a APNG.

An Animation/Video is a simultaneously running frames (39fps 25fps) GiF or APNG is of the same type but has lower frames per second rate So for a proper editing application, Extracting the actual running frames is not that difficult  | |

Flash cs3 could do it if you converted to flv then opened in flash and found the right frame but it would take a lifetime!
