Steep 1:Creat new layer(Crtn+N) 1024x768,.  front background:b6d2ba and behind: 0d4a79.. Use Lear Gradient

- Steep 2Creat new layer (crtl+shilt+N) Use hard brush 3px, and you draw as me:

Then , you choose Stroke path

and

Blending option:

Steep2: You do again more: steep 2  then you have:

you can choose hard brush with 1 or2 px and do again steep2.
Steep4: Choose brush with 19---> 24 px but not choose hard brush.then F5:



And you can draw free on background.

Maybe , you draw with your avatar(type : Png), or  diffrent brush:

cool! it looks really good but i don't have PS though so i can't do it.

With wich tool exactly do you draw the lines? I tried it just with the brush at 100% hardness but I can't make my line like the way you did it. (making it go smooth over de points you set.)

I just used the Soft Mechanical 1 pixel brush and it looked pretty alright. The smoothness of the line mostly depends on how well you set your points with the Pen Tool.

how do you choose stroke path? i ish stupid....still

You've to go to the paths tab for that. Then right click on the path that you want to see stroked and select 'Stroke Path'.
