Alian Text Effect
it's an effect for text
here look at this
the Tutorial:
1st: go File>New (Ctrl+n) put the resize you want.
2nd: press Shift+F5 and choose the color you want.
3rd: use the Text tool (or press T) write any thing you want and choose the color of it.
4th: press Ctrl+left click on the Text layer then go Select>Inverse (or press Shift+Ctrl+I).
5th: go Filter>Blur>Radial Blur

6th: then press Ctrl+f (x2)
it should be like that

7th: look at the letter how have holes the holes will not seen
you must use the lasso tool (press L)
then select the holes

8th: then select Eraser tool (press E) and make its Opacity=24%
