It did the circles in illustrator. There is a tool (forgot name, but pressing W brings it up) that duplicates it like that. Then I copied it into photoshop as a smart object.

I'm guessing the background thing is a brush? The lines and grainy fill things. I have a million brushes like that though I still haven't found a use for them :err:

The left side is a fractal brush, the circles are made in Illustrator, the curves are done with the by stroking a path with the pressure option.

 

There is a thing on tutorial9.net that will help you. It is in the illustrator area.

Ah yes, fractal brushes, I can never remember names of things :tongue:

 

And wahey for the almighty pen tool!

Adobe Illustrator, it is another program, it is great for vectors
