Yes, why?

Shouldn't be too hard; from what I've seen, it seems much easier than Photoshop (or less intricate anyway), especially if you know how to use the Pen tool.

I am planning to practice it but first I've to cope with Dreamweaver and make a site for myself

I think you should first learn CSS, it can really help you design your site as it is easy to make CSS styles by using a Photoshop reference ... which I daresay you'll be good at.
 
Of course, you also need to know and understand basic HTML before you can start off with CSS.

I do have some knowledge about HTML ,however I am kinda new to CSS but I think with Dreamweaver and this community I won't find much difficulties to design a decent site

The e has an acute accent: Pokémon. Pokèmon would be pronounced "Poke - eah - mon" (or IPA pɘʊkɛ'mɒn ), where the eah is the sound that comes from yeah. Well actually, strictly speaking, it would be pronounced poke'm, but well, the creators of the cartoon are stupid ...

Wow, those look really crappy. They were probably made in MS Paint or some very old 2D graphics/drawing program. Turn off all aliasing, work with 256 colour mode, and use the Pencil tool as much as possible.

The shadow looks bad, I know but I added it in a hurry at the last minute.  :^^:

Wow, those are nice... except for the gradients (which you already know about)
 
One thing that you should try: That style of folder reminds me of the ones that have the accordion folds on the sides. I have on, so I'll get a pic if you need it. So, maybe if you added in the sides like that, it would make it better.
