please show me how to add litter lovely-stars into my picture as this picture belows. It's better if i don't have to use Photoshop, because my old pc can't run Photoshop. Please help me! every comment's welcome. Thankyou very much!!!

I downloaded and install Gimp. What do I have to do next? Please help me! ^^
