Hello friends cristalxp, look I need help I want to make a theme for windows but not where to start or programs that need, if someone can tell me please.

Hi gantz54 and Welcome to CrystalXP :loveit:

 

You can try Skin studio but it Needs Winblinds to apply the theme as WBA ;)
You can create Viual styles using Style builder
