Making userbars is easy. This may be shocking, but they were one of the first graphics I ever made.  
 
You can get very good tutorials from userbars.com and I think there are some basic ones here too.

Well i like mine ... but i can't get the shine right (on Anything at all)

Why is that so difficult? Just make a selection of the area you want the shine on, and use a Transparent-to-White Gradient. Then, just adjust its Opacity.

You Mean my previous Avater Well it's just a layer with 0% layer fill, 80% layer opacity and 'Inner Glow' as the blending option
