I used Adobe Image Ready in which this effect can be easily achieved by simply changing Outer-Glow for different frames

The text you provided would be quite too large for the avatar , suggest something else (an object,shape) for the avatar

Edit Your signature is too large for this forum , the maximum size allowed for a signature is 320 by 80 px (Read the Rules )

Effectively...we cant put a large text as your into an Avatar...

If you want the animated avatar then you will have to leave it's smooth edges , it woul look like this:
