For the smiley packs, you can surely use them for Windows Live Messenger or Msn, In order to install these Smilies, First of all, you have to:
1- Download the file
2- Extract the contents of the .rar file(which are the smilies) wherever you want.
3- Open your msn messenger.
4- Open any conversation.
5- Click on the smiley button "

6- Click on Show all.
7- Click on Create.
8- Click on find image.
9- Go to the directory you just extracted the contents of the .rar file(which are the smilies in this case).
10- Choose the smiley you want, name it whatever you like.
11- Click on Ok.
12- Use the Smiley(ies)
And about CrystalXP.net, i will give you some information as well.

Else I don't really understand what you're trying to say. And I don't see any relevance with me and the questions asked in this topic either? Codename M2K was right about the smiley's, you can use them on your forum if you want.
