Hello Everyone, I hope you guys can help or point me it the right direction.

I want to get this effect "picture below" on one of my wallpapers that I am doing but I just can’t seem to get it right. It’s the transparent bar in vista. I have used the search but I don’t now what I am searching for.

With the selection tool, select the area you want to have this effect. Now, fill with white or a white to transparent background, you've to try out what suits your best. Now, simply reduce the opacity of the layer (a separate layer) on which you put the gradient or the layer you filled with white. I hope this helps you a bit.
