if u can add some white background to reach the 800 x 600 and 400 x 400 dimension, center the image and add a black small "sign" Frozen throne under the logo.

Make your request more comprehensive , what I can get from your post is that you want an having dimension ratio of 4:3 with simple white background containing black logo at center , but what about the font for your text and what's that "sign" ?
