Perhaps a fractal application was used, then edited the outcome of it to fit with the tiger.

Ever heard of project dogwaffle ?
It has some brushes like that.
 
but this one seems to be a complicated fractal algorithm on an image.

the effect is skillfully done definitely a fractal brush is used to create such a pattern but am not completely sure about it

It still looks like a digital painting using a pen-tablet to me. You can find similar works on deviantArt using the technique.

thats to much work  
nobody would sit 4 weeks at the pc and draw pictures like this

Well I have seen deviations done of similar or higher quality, all done by hand.

There is a plug in that does a similar effect, but with a lot less detail. Fractulous I believe? From there I'm sure it would pe possible to create a plugin or application which would do something of this detail
