Well, you start off with basic interface tutorials. Move on to Filters and Blending Options. After that, just keep learning from other people and their works.
 
You focus on the aspect you're interested in: photomanipulations, paintings and airbrushing, digital drawing, iconography, etc.
 
Of course, the most important skill is creativity, and no-one can teach you that ... you have to learn it on your own.

Another important thing is to experiment! The best way to improve your Photoshop skills is to mess around with all the different tools and blending options and just have a go and see what you can come up with

emm.. you're right when i come home i will add some penguin stuff

Penguins are "colour-less", too. Black and white.

PS: I am using "colour-less", because I just remembered that colourless means transparent.
