most likely it's a visual style for Window Blinds XP, try downloading Stardock's Window Blind's XP, that should work. from www.stardock.com

Visual Styles are only made for XP without any external apps like WindowBlinds or StyleXP. WindowBlinds skins/thems have the extention .wba Thanks

Correct But when you're installing 3rd party visual style (not a one developed by Microsoft), your original uxtheme.dll won't allow you to change the theme therefore, you'll need to patch the .dll StyleXP and Uxtheme Multipatcher (also Neowin version) are the patches avalable in the net but Style Xp is just not only a patching devise. If you want, you can use a Visual style (msstyle) in Windowblinds, but first you have to convret that in to a wba using Skin Studio
