The edges are complex but can be designed my using suitable tool like 'Pen-Tool' the overall shape of the paper can be made in PS however the pattern and coloring will require some more time and attention

Yeah, that takes time and patience ... and skill too!  

But you can get a quick job like this in under 5 minutes. Just make more cuts and folds in it to get the above.

It's definitely not a plain radial gradient.

I think inner-shadow has been used on that paper instead of radial gradient for the pattern , just make a layer and use noise filter on it , now set the Blending-Mode of the layer to Overlay/SoftLight
