Best (and easiest) way would be to take some water, add red colouring, splash it or something and take a photo - and then extract it.

If you want to make it completely in Photoshop, you'll probably have to learn it yourself. A tutorial for this would be dozens of pages long, and I doubt anyone's going to write it.

That seems to be done with the liquefy filter.( a real mess of it.)

Take a rectangle filled with red-white-dark red gradients, open liquefy filter. select warp tool and pull edges inward/outward until you get something convincing.  

use the warp tool with full effect and a small radius to add detail.

Sure, you can get the shape after messing around A LOT -- but getting the texture, colour, and effects would be much more complicated ... right?
