That.. there is a way to detect the use of clone tool in pictures.. or retouch of photos?

with a plugin, or a option.. using light levels.. dont know.. something

If the Clone Tool has been used well, I don't think you're able to see it. Although sometimes, mistakes made in Photoshop are extremely obvious.
