I wanna create a tux like you guys did. But I know nothing about photoshop. I am currently using photoshop 3 extended. Would anybody please step by step tell me how I import the picture and then turn it into something like animation just like what you guys did?

You can find some very exhaustive tutorials to make a tux here.
As you said you have never used photoshop, try to read carefully the steps in these tuts and I am sure you can make good tux.

About the animation of the tux, till now i have not seen any tuts on making an animated tux here.  

You didn't succes in importing the form in your photoshop or to make the tutorial ?

You would have to learn Photoshop or Gimp (or any other graphic designing software) in order to make your own tuxii .

well, photoshop 3 is a  huge change of photoshop 2. The image ready is gone in photoshop 3. Even if I follow the tutorial, I still can't make a tux. That's why if anybody does know anything or is using Photoshop 3, please teach me some techniques.

ImageReady is a stand alone program. It was never included with Photoshop.

I can't find image ready no more after the photoshop 3 has been released. If you buy the premium suite...Image ready should be included with photoshop 2 and it costs around like $3000 us dollars.

When you say Photoshop 3 I assume you mean Photoshop CS3. There is no Image Ready any more. Adobe acquired Macromedia, so now Flash is now part of the Suites. So....
