I don't think the pen tool is available for elements, is it?  What should I do instead?

Here is an alternative of making a curve without using the Pen Tool:

Make a curve with Polygonal Lasso tool or something else similar to this image:

Now select the white curve layer and go to 'Filter-->Noise-->Median' , type your desired value for the radius and Apply the effect , you will have a curve similar to this image:

So by applying the effect, will it make the selection curvy too?

No , the effect is not applicable on a sheer selection .

well if you make the selection and put it in a new layer?

@cellblade You are right , the filter can be applied to the selection on the condition that a pre-filled layer is selected , but I don't think it will help in making smooth curves.
Moreover , I suggest that superandomness asked whether the filtrate can be applied on an edged selection to make it smooth .
