hi, i just wanna know how to do icons who's work in 32x32 and 48x48 without bad quality!

make your icon in 48*48 and lower your icon in 32*32

To do your icons first make it in big size, (800*600) then make it to 32*32 or 48*48

i'm not time now for do, but its really works?
if a do a icon in 256x256 and resize to 32x32 he go work in any resolution between 32x32 - 256x256?

Yes that's right.  It also helps if you have IconWorkshop, it exports them in all sizes at once.

make your icon in 1024*1024 (not 800*600 itisn't proportionnal) and resize in 32*32 and 48*48  

I try to make mine in 600*600 and then contract then to the desired size. The come out to be just fine.

As said by [Chromatix] try making icons in perfect square.
