When you download it, you just have to open the application and then you only have to drag an icon to be converted in to Png or a png to be converted in to an icon 
before you do this, just right click on the box for the icons and make sure you've selected at least one dimention from the menu

I've just checked with a fresh download from that above link, what can I say, It works
