Flash can do that. Make a Flash document, put in a video, save it as GIF.

So Flash is a program or is it in Photoshop already?
Sorry I'm kinda noob xD

Flash is another separate program, also created by Adobe. It's very expensive, though. Don't buy it just for this.

After the new design of forum , I couldn't make the sig to embed links to it so I removed it ,I'll try to figure it out later
