Add animation to a graphic

Hello everyone,
As you can probably guess I am a newbie needing guidance.
 
I want to add animation to a .jpg I have. It is a picture of a young girl and I have added some gold dust she is holding in her hand. I want the gold dust to twinkle but when I follow the tutorials I have found online for animating the whole picture blinks. How do I get just the gold dust to twinkle and leave the background static? It would be similar to adding the stars to the avatar tutorial.
 
I hope I have explained what I am trying to do and the problem.
I am thinking that there must be a way to set the background in a frame that does not change.
I have done this in photoshopcs3 and fireworkscs3. I do not have image ready as I see referenced in many places.
Can any one help or point me in the right direction.

Welcome to the community :)
 
.jpg image files are static images, they can't be animated.You'll have to save the animated file as GIF to preserve the animation.
Can you provide me with the two images (the girl and the dust) so that I or any other member can give it a shot :) ?

These are the files I am experimenting with. I am trying to put the blinking star in her hand so it looks like the dust is glittering.

Just a piece of advice :ar: crop just the part of the image containing the face and the hand, this will reduce the size of the image while keeping the meaning intact :)

Made it in ImageReady .The animation has 4 frames in total, each frame contains same layer of sparkles but with some transformation from preceding one.
