It has a nice feel to it so far, though I think the banner could be a lot better - as soon as I saw that I made several assumptions:
This is a Crysis specific forum.
This is a games forum.
To put it bluntly, a forum dedicated to graphics and web design did not spring to mind 
I've just noticed the whole Crysis thing is a theme you've used... either use a less specific theme or make your own - it looks like a game forum
As for members and getting visitors... get people you know from other forums (like here, your friends, etc) to join, and make sure they stay active and then advertise on other forums using a signature - so basically do a signature image you can use to advertise your forum and link it tot he forum 
also get affiliated with other sites and forums! CrystalXP have a thing where if you affiliate them, they will affiliate you - the little square website adverts on the homepage, and get affiliated wiht other places too.
I'll join your forum, and I'll try and stay active 
As soon as my site is actually finished I'll affiliate you too
EDIT: And add more content, like a rules thread, a welcome thread in announcements "Yay we opened, blah blah" kind of thing.
EDIT2: And add some more sections! All you have is "welcome to GFX"... you need some graphic design and some web design and some help sections and things, just look at CXP and other graphic sites - get with the times!
